If It's Not Incremental, It's Not Improving Ad Performance
Everyone in the ecosystem - measurement partners, ad platforms, agencies - have all been telling brands that they need to connect to Conversion APIs in order to keep ad performance humming and efficient.
The thesis of CAPI is this:
Ad platforms need event and conversion data to understand who to target.
The better picture they have of your customer, the better they can pluck them out from their user base.
With pixels becoming less and less effective at capturing that data, ad platforms created Conversion API endpoints for brands and measurement partners to stream first-party data in to fill those gaps.

Raw conversion data isn't going improve platform targeting much because it's not incremental. Measurement partners often attribute conversions to organic customers.

Without incrementality, CAPI signals can't distinguish genuinely ad-driven conversions from regular sales you would've gotten anyway. So your platforms optimize toward both equally, which leads to you burning budget on customers you didn't need to pay to acquire.
Ok, But How Do I Send Incremental Conversion Data to Platforms?
To start with, you need a platform that's able to:
Run lift tests to confirm the incrementality of your ad platforms
Attribute converted users to ad signals on a continous basis
The ability to reconcile both
The reason why lift test vendors don't offer CAPI solutions is because of how lift tests work - they can prove definitively that ads drove conversions, but they can't necessarily attribute those sales to a specific ad engagement or creative.
The reason why attribution providers can't send incremental data is because attribution alone has no way to prove incrementality.
